This chapter is designed for researchers and others who are responsible for monitoring and evaluating PrEP services, including the development of implementation science projects that aim to develop best practices for PrEP services.  The goal of this chapter is to support the implementation of WHO recommendations for PrEP to achieve the greatest impact on containing HIV transmission, while minimizing costs and maximizing social and medical benefits for individuals and communities.  Because PrEP services are only now emerging, there are substantial gaps in knowledge.
